From June 20-July 2, 2016, a 6-person external assessment team from the UPMC Center for Health Security met with governmental leaders in Taiwan to conduct a site visit to assess Taiwan’s capabilities under the Internal Health Regulations and its related progress toward the “Protect, Detect, and Respond” goals of Global Health Security Agenda. The Global Health Security Agenda (GHSA) is an effort by nations, international organizations, and civil society to accelerate progress toward a world safe and secure from infectious disease threats. Several countries that have signed on to the GHSA have agreed to submit to external assessments of their global health security capacities. In working with the Center, Taiwan will be among one of the first dozen countries to undergo a complete multi-sectoral GHSA assessment public and will be one of the very first country to use a new GHSA assessment tool called the World Health Organization International Health Regulations Joint External Evaluation Tool.
The draft report of the assessment was delivered to the Taiwan CDC on August 24, 2016 for their review and comment. Related to this assessment, 3 visiting scholars from Taiwan CDC will be in residence at the Center in Baltimore for 3 months conducting public health policy research and preparing papers to be published in Health Security and presented at an International Symposium on the GHSA being convened by the Center in Washington in October.

Over the next few months, UPMC Center for Health Security staff will be working with leaders at Taiwan’s Center for Disease Control and various other national governmental agencies to complete the country’s self- and external- assessments. The Center will be helping Taiwan evaluate its capacity to prevent, detect, and respond to a range of health security threats, such as human and zoonotic disease outbreaks, radiation and chemical emergencies, risk communication, and food safety. Center staff will complete the external assessment following a return trip to Taiwan this summer.
