Introduction:

Dudley writes positively of the realization accompanying the 2001 anthrax letter attacks that nurses and other health care providers play an essential role in contemporary national defense. Dudley’s optimism surrounding this collective insight is commendable, as are his efforts to apprise nursing professionals of their weighty responsibility in protecting the civilian population against terrorism’s effects. The incorporation of medical and public health experts and institutions into U.S. government emergency response policy and planning, however, has met myriad obstacles over the past few years. Gains in understanding of, and support for, the role of health care workers in terrorism response must therefore continue to be carefully nurtured, most especially in the realm of biological attacks.
